.Public Access Media is the last bastion of Free Speech offered to the citizens of a town or region. Having its roots in the early 1970s, the basis of Public Access television is to provide citizens with an outlet for their individual thoughts, opinions, beliefs and ideals.

Broadcast channels use public airwaves to transmit programs that are theoretically available to any TV set within range of a broadcast transmitter, at no cost to the viewer. As such, most broadcast channels – so-called “commercial channels” – gain revenue through advertising.

When you decide to advertise on television, you’ll be choosing among broadcast, cable, and local channels. Each one offers its own unique benefits and ad rates. But how do you know which type of television advertising network is right for your message and audience?

To the average customer, broadcast and cable offerings are almost indistinguishable. On the business end, however, broadcast and cable have some important differences. Let’s break that down. (Stay tuned for local programming a little later.)

Broadcast television is the most common form of television in the United States. Broadcast channels use public airwaves to transmit programs that are theoretically available to any TV set within range of a broadcast transmitter, at no cost to the viewer.

As such, most broadcast channels – so-called “commercial channels” – gain revenue through advertising. Think CBS, ABC, NBC, or The CW. Non-commercial channels, such as PBS, gain revenue through donations or other means.

Drawing the largest American audiences by far, broadcast channels are considered to be major legacy networks. Their advertising potential – and subjection to regulation by the Federal Communications Commission (FCC) – make their differences from cable and local TV significant for advertisers and lawmakers alike.

Cable Television

Unlike broadcast channels, cable channels like Animal Planet, AMC, or Comedy Central do not use public airwaves. Instead, they charge viewers subscription fees for transmission.

Cable channels are private entities offering all the pros and cons of private, demand-driven media. Because cable television relies on revenue from consumers, the FCC has passed a number of cable policies to promote fairness to consumers and broadcasters. Still, cable channels offer a ripe advertising landscape, just like broadcast channels.

Developed in the 1950’s as a way to provide better signals to areas lesser-served by broadcast TV, cable television is still present in about 70% of American homes.

Local Television

Local programming includes local news stations or syndicated programs. Here in Los Angeles, we receive local news and weather channels related to what is going on in our local area. Even as Americans’ viewing habits change, recent research shows local TV pulling strong audiences (particularly during election years).

As of the 1960’s, cable operators are required by FCC regulation to reserve specified allotments for local channels, preventing them from being charged for airtime and financially edged out. 818-703-0218

Community television is a form of mass media in which a television station is owned, operated or programmed by a community group to provide television programs of local interest known as local programming.

Community television stations are most commonly operated by non-profit groups or cooperatives. However, in some cases they may be operated by a local college or university, a cable company or a municipal government.

Public-access television (sometimes called community-access television) is traditionally a form of non-commercial mass media where the general public can create content television programming which is narrowcast through cable television specialty channels. Public-access television was created in the United States between 1969 and 1971 by the Federal Communications Commission (FCC), under Chairman Dean Burch, based on pioneering work and advocacy of George Stoney, Red Burns (Alternate Media Center),[1] and Sidney Dean (City Club of NY).

Public-access television is often grouped with public, educational, and government access television channels, under the acronym PEG.

In 2020, the Alliance for Community Media published a directory listing over 1600 organizations operating these channels in the United States

Noneillah Talk Show-Mark M. Bello is an attorney, civil justice advocate, award-winning author of the Zachary Blake Legal Thriller Series,

Mark M. Bello is an attorney, civil justice advocate, award-winning author of the Zachary Blake Legal Thriller Series, and co-host of the Justice Counts Podcast. He retired, about 5 years ago, and began
his new career as a writer. Nothing unique about that, right? But Mark did this at the age of 65!
He draws upon his 45 years of courtroom experience, a passion for justice, and a creative writing style that has penned captivating novels for his readers and hard-hitting commentaries on controversies in the news.
Mark was one of the first attorneys to sue the Catholic Church over sexual abuse by clergy, an experience that inspired his debut novel, Betrayal of Faith. Back then, clergy abuse was a dirty little
secret, and many lawyers extracted extra settlement dollars by agree to confidential settlements.

Mark persuaded his clients to pursue the case publicly, and the offending priest was eventually defrocked. Recently, that same priest was indicted by the new Michigan Attorney General and now
resides in a jail cell.

Mark decided to write a novel about his experience handling the case and the rest is history. His fictional protagonist, Zachary Blake, and his “ripped from the headlines” escapades take readers
deep into Blake’s many quests for justice and provide readers with front-row access to the courtroom. Mark’s eighth Blake series novel, You Have A Right to Remain Silent, his new cookbook,
L’Dor V’Dor II, The Blake-Lewin Family Cookbook of Traditional Jewish Recipes, and the first edition
in his children’s safety/social justice picture-book series (Happy Jack—Sad Jack, A Bullying Story)
were released last Spring.

His new children’s book, “Asher’s Distracted Lesson” warns children and parents about the dangers of distracted driving. His brand new cozy legal mystery series, featuring former attorney and judge
Rosaline Maxwell, begins with “The Final Steps.” Both books are scheduled for a Spring or early Summer release.

A native of Detroit, Mich., Mark earned his law degree from Western Michigan University—Thomas M. Cooley Law School in Lansing and a Bachelor of Arts degree in English Literature from Oakland University in Rochester.
Mark and his spouse, Tobye, have 4 children and 9 grandchildren. When he’s not writing, He enjoys sports, traveling, and spending time with family. For more information, please visit:
